Public Exhibition of the regeneration of Charlton House and Albany House - EXTENDED

The Public Exhibition of the regeneration of Charlton House and Albany House will be open until Wednesday 11 November 2021.

Hounslow Council is seeking the community’s views to inform the proposals for the Regeneration of Charlton House and Albany House .

Residents and businesses in the Brentford area are invited to visit the exhibition of the proposals online and at the Regen Shop, 18 Albany Parade, High Street, TW8 0NF.

Extended Exhibition Opening times

Tuesday 3 November - 10 a.m. to 5 p.m.

Wednesday 4 November - 10 a.m. to 5 p.m.

Tuesday 10 November - 10 a.m. to 5 p.m.

Wednesday 11 November - 10 a.m. to 5 p.m.

Why we are doing this

Charlton House and Albany House is no longer suited to modern living and is becoming difficult to maintain and difficult to adapt to meeting resident’s housing and accessibility needs.

Charlton House and Albany House is located between Albany Road and Brentford’s High Street (opposite McDonalds). The new homes will be modern, fit for purpose, high quality and energy efficient. As well as building new and additional homes for Council rent, the proposals will provide opportunities for households in overcrowded conditions to be rehoused in larger homes.

The Proposal

• The demolition of all existing homes and shopping parade.

• Building c200 new homes including 1, 2, 3 and 4 bedroom homes.

• Majority of the new homes will be for social rent.

• Building a new Neighbourhood retail centre.

• Reinstate the links to the High Street from Mafeking Avenue and Brook Road South.

• New landscaping and communal green spaces, public areas and play spaces.

• The right of existing social tenants and resident leaseholders to return to a home in the new neighbourhood.

The timeline

Detailed planning application submitted – Nov. 2021

• Planning application determined – March 2022

• Subject to planning permission being received , construction commences late 2023/ early 2024.

A summer of consultation

Since the ballot, we have recruited a new Design team and have spent time working on the designs for the neighbourhood. We are consulting with the Council’s Planning Team to ensure when we submit the planning application, there are no delays in getting a successful result. m.

Five consultation events taking place over the summer:

Event 1: Thursday 8 July 4 – 7 p.m. Albany Shopping Parade

Opportunity to meet the design team and give your views on the current designs for the new neighbourhood.

Event 2: July 2021

Workshop on designing the neighbourhood, looking at the open spaces, the new streets, green space and play areas.

Event 3: August 2021

Visit to other developments for Charlton House and Albany House residents.

Event 4: September 2021

Workshop on designing the home, looking at the layouts and the design of the new homes.

Event 5: September 2021

Workshop looking at the new technologies which will help reduce bills, sound and thermal insultation etc to make a modern home.

In October, we will hold a Public Exhibition on the design for the new neighbourhood, before they are finalised for the planning application, which will be submitted to Hounslow Council by the end of November.

Involving Young People

We also want to work with young people, between the age of 8 and 21. Separate workshops will run on the following Mondays 26 July, 2 August and 9 August. Every young people will be given vouchers for the attendance. Please come to the event on 8 July to find out more or contact the team.

Residents overwhelming back regeneration plans

Hounslow Council has warmly welcomed the positive resident ballot result on its proposals for the regeneration of Charlton House and Albany House , with an overall ballot turnout of 81% and 87% of eligible residents voted in favour of regeneration.

The Charlton House and Albany House proposals form part of Hounslow Council's major programme to regenerate its estates and help deliver 5000 affordable homes in the borough by 2022.

Cllr Steve Curran, Leader of Hounslow Council said:

“This is an overwhelming ‘yes’ to our regeneration plans for Charlton House and Albany House. It's a fantastic result for the borough but, more importantly, for local residents. The council embarked on its estate regeneration journey early last year, just before the pandemic which then made the journey more challenging, as we were not able to engage and consult with residents in ways that we normally would. However, the results are evidence that we truly worked in partnership with our residents, gaining their trust and support. The result also represents a major milestone in not only delivering brand new council homes, but in really regenerating and place-shaping the area for the local community”

“This is an exciting time for these residents who have sent a clear message of support for an improved neighbourhood, with a proposed 200 new homes, including more council homes. We will continue to work in partnership with them so that together we can transform the neighbourhood and residents' lives through high-quality, well-designed housing and public space”

The design team will be appointed by May and further consultation with residents and the wider community on the designs for the planning application will be undertaken during the summer. Continued consultation will be held as the design is developed and finalised.

Ballot open

Ballot open for residents to vote on the regeneration proposal

The ballot for the proposed regeneration opened on 9 February 2021 until Monday 1 March 2021 at 5 p.m. All voters will receive a ballot paper though the post. Resident can vote by post, online or by telephone using the security number on their ballot paper.

Residents who can vote are:

Council tenants who are the named tenant on the tenancy agreement on or before 22 January 2021, including joint tenants.

Resident leaseholders who are named on the lease and have lived in their home for 12 months or more before 22 January 2021.

Any resident over 16 years old who has been registered on the council’s Housing Register for 12 months or more before 22 January 2021 and is living in Charlton House or Albany as their main home.

The Regeneration Shop opening times update

Due to the latest covid-19 lockdown, the shop will be closed. You will still be able to talk to a member of the Regen Team, Monday to Friday between 9 a.m. and 5 p.m.
